The City of El Paso is seeking to understand the nature of current and future demand for on and off street parking and to manage available on and off street parking through modern pricing strategies in use throughout the United States (and globally).

The purpose of this solicitation is to inventory the full number of currently available public and private (paid parking only) parking spaces, determine future demand over a ten-year horizon (assuming increased occupancy—i.e. gross floor area leased or occupied or some other proxy—and new developments), and to establish in what sub districts of downtown new parking spaces should be built. The study should also recommend pricing strategies and price levels for downtown public and private spaces, taking into account that the two types of spaces are substitutes.
