RFP Description
The City of Fairfax is a jurisdiction twenty miles west of the nation’s capital. Several individual properties within the City and its downtown district are listed on the National Register of Historic Places. The City of Fairfax is unique in that its relatively small size allows for architectural review in not only the historic downtown, but throughout the entire City. The Architectural Control Overlay District (ACOD) was established in 1973 to allow for this unique level of aesthetic control. The Board of Architectural Review, a seven-member City Council-appointed body, makes final decisions on new construction or major architectural changes in the City, while City Staff make decisions on minor modifications. The documents referenced when reviewing applications, the Design Guidelines for the Old Town Fairfax Historic and Transition Districts and the Community Appearance Plan, were last rewritten in the early 1990s, and are in need of an update. The City is seeking professional assistance in creating a single design guidelines document that covers the historic portions of the City and all reaches of the ACOD. The City is interested in guidelines created for use types, such as restaurant, retail, office, and residential. As part of this RFP, the City is also seeking assistance in the creation of a downtown improvement plan that encompasses the right-of-way along three main City blocks, and covers items such as lighting, street furniture, signage, vegetation, and traffic calming.
