RFQ Description

The City of Fort Worth is accepting responses to this Request for Qualifications (RFQ) for a limited time from qualified firms to update the March 1987 Traffic Engineering Design Standards Manual to bring it into conformance with the Master Thoroughfare Plan (MTP) and the Complete Streets Policy adopted May 3, 2016.  Responses that do not comply with the requirements of the RFQ may, at the City’s sole discretion, be deemed non-responsive.

Qualifications

The City has a strong preference that the persons responsible for the update possess a minimum of five (5) years of similar design manual creation and/or update experience.  In addition to design manual creation/and or update experience, the firm must possess strong people and interpersonal skills as heavy contact with citizens and City staff is to be expected.  Microsoft Outlook, Word Excel/Spreadsheet, Publisher, Adobe Acrobat, and AutoCAD skills are required.

The Statement of Qualifications (SOQ) shall be no more than twelve (12) one sided letter-sized (8-1/2” x 11”) pages in length. The minimum font size is 11 point, with margins (top, bottom, left and right) no smaller than 0.5 inches. 

The deadline for receipt of written SOQs is 5:00 p.m., Friday, March 3, 2016.  Submittals received after the stated time and date shall be rejected as non-responsive. Six (6) copies of the written SOQ, and one CD containing a single .pdf file of the SOQ, shall be submitted to City of Fort Worth, Transportation & Public Works Dept. Traffic Management Division, 200 Texas Street, Fort Worth, Texas 76102.  Deliveries must be made to the TPW Front Desk on the Second Floor of City Hall (southeast corner of the building).
