Job Functions

Works under the direction of an assigned supervisor to perform a variety of professional, analytical functions in the development and implementation of programs to make the City of Memphis become more productive, transparent, and accountable for its performance.  Works as a member of an interdisciplinary team from the Executive division and Information Services in the role of internal consultants to assist all divisions of municipal government to monitor, improve, and communicate their efforts to serve the city's residents and visitors.  Collaborates with personnel at all levels of government to illuminate the processes by which the City creates value for constituents and to identify opportunities for improvement.  Views operational challenges from a variety of perspectives simultaneously, including management, front-line operator, and customer.  Draws clear connections between the daily activities of the organization and the impact those activities are intended to have on the city's stakeholders.  Detects situations in which new ways of working or thinking would enable us to create more value for any given use of resources.  Uncovers tangible and intangible obstacles that are keeping our colleagues from doing their best work.  Constructs the relationship between the business needs of the organization and its data requirements.  Quantifies, measures, and tracks the work that the City does, while balancing the need for evidence against the limitations and pitfalls that are inherent in measuring complex systems.  Recognizes the wide variety of talents that our colleagues bring to their work and find ways to engage those diverse minds, on their own terms, in projects that involve cycles of uncertainty, experimentation and change.

Performs additional functions (essential or otherwise) which may be assigned.

Qualifications

Must be able to communicate clearly both verbally and in writing.  Requires the ability to operate general office equipment such as a personal computer and telephone.  Requires some lifting and carrying objects such as office supplies and presentation materials weighing up to 15 lbs. Work is performed primarily in an office with occasional travel to visit various work sites. 

Minimum Qualifications: Master's degree in Public or Business Administration or a related field and five (5) years' professional experience in organizational performance management; or any combination of experience and training which enables one to perform the essential job functions.  A related bachelor's degree and one additional year of related experience may substitute for the Master's degree.  

Preferred Qualifications: Proficiency with standard office software and strong written and verbal communication skills.  Specific Experience and/or credentials in business intelligence, analytics, lean/agile practices, system dynamics, quality improvement, process engineering, community development, public engagement, diplomacy, strategy, project leadership, team management, change management, or management consulting.

Special Requirements

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
