Description
The City of Lowell, Arkansas, in partnership with the Northwest Arkansas District Council of the Urban Land Institute (ULI NWA), seeks Statements of Qualifications from multidisciplinary planning, urban design, economic development, engineering, landscape architecture, and related professional consultant teams to assist the City in preparing a Downtown Master Plan.
This Request for Qualifications (RFQ) invites responses from qualified consultant teams capable of leading a community-centered planning process that establishes a long-term vision and implementation framework for Downtown Lowell. The City seeks a plan that will guide public investment, private development, placemaking initiatives, mobility improvements, economic development strategies, and policy recommendations necessary to create a vibrant, walkable downtown district.
As part of the ULI Northwest Arkansas Plan Local Planning Partnership, the City recently participated in a Technical Assistance Panel (TAP) process focused on identifying key opportunities, planning strategies, and consultant qualifications necessary to support the creation of a Downtown Master Plan. The resulting TAP Report should be considered foundational reference material for consultant teams responding to this RFQ.
The City seeks a consultant team that can translate community aspirations into an actionable, implementable plan that reestablishes Downtown Lowell as the civic, social, commercial, and cultural heart of the community.
Scope of Services
The selected consultant team will be expected to provide a comprehensive multidisciplinary planning process. The scope may include, but is not limited to:

- Downtown Boundary and District Framework
- Land Use and Development Framework
- Mobility and Connectivity Strategy
- Public Realm and Green Infrastructure Plan
- Economic Development Strategy
- Policy and Regulatory Recommendations
- Implementation Framework
- Development and Activation Toolkits
