Introduction and Background

The City of Siloam Springs, in partnership with the Northwest Arkansas District Council of the Urban Land Institute (ULI NWA), seeks statements of qualifications from planning and design firms to develop a Park System Strategic Master Plan.

Siloam Springs is defined by its historic parks, natural springs, waterways, and unique public spaces, which shape the community’s identity and quality of life. With over 300 acres of parkland and a growing population, the City seeks a comprehensive strategy to guide investment, maintenance, and expansion of its parks system.

Through participation in the ULI Technical Assistance Panel process, the City identified key challenges including aging infrastructure, flooding impacts, staffing constraints, and the need for clearer capital improvement and programming prioritization. This RFQ invites qualified multidisciplinary teams to develop a long-range, implementable parks master plan.

Summary of Priorities

  • Lead creative, inclusionary, multimodal and multilingual community engagement that provides meaningful, data-driven information to support decision-making while generating public excitement around Parks improvements.
  • Center and reinforce a distinct Siloam Springs parks identity grounded in its historic character, healing aspects of its water resources, and celebration of culture and history.
  • Strengthen connectivity between parks, neighborhoods, downtown, and regional trail systems.
  • Align vision with operations, staffing, and funding strategies.
  • Improve resiliency by addressing aging infrastructure, flooding, and lifecycle replacement needs.
  • Deliver actionable, phased implementation and catalytic projects
