Background

The City of Johnson, Arkansas, in partnership with the Northwest Arkansas District Council of the Urban Land Institute (ULI NWA), seeks statements of qualifications from multidisciplinary planning, urban design, engineering, and related professional consultant teams to assist the City in the preparation of a Comprehensive Plan Update.

This Request for Qualifications (RFQ) invites responses from qualified, experienced planning and design consultant teams capable of guiding a community-centered planning process that addresses growth management, land use, economic development, mobility, infrastructure, placemaking, housing, environmental stewardship, and implementation strategy. As a small Arkansas city whose public services depend heavily on local sales tax and A&P (Advertising and Promotion) tax revenues, Johnson must ensure that its Comprehensive Plan actively cultivates the commercial activity, business retention, and economic investment needed to sustain and improve city services for current and future residents.

The City seeks a consultant team capable of helping Johnson preserve and strengthen its distinct small-town identity and business culture while planning thoughtfully for anticipated growth and long-term community sustainability.
