The Clinton County Regional Planning Commission (CCRPC) is seeking a uniquely motivated person to serve as Executive Director (ED). The ideal candidate is a change- maker who wants to have an outsized impact in moving the CCRPC and Clinton County into the future. Situated at the intersection of the expanding Cincinnati, Dayton/Miami Valley, and Columbus/Central Ohio regions, County leaders recognize that growth is inevitable – the County now requires a leader who can capture that opportunity to make Clinton County a thriving and desirable place that balances rural character with 21 st century economic transformation.
The ideal candidate is someone who has a deep passion for the place where they live and work. As this person crafts and influences the future of the County on a day-to-day basis, they will ideally need to live in the community to place their work in the context of lived experience.
The ED oversees the entirety of CCRPC operations and leads the organization on all initiatives of the CCRPC. The ED works with communities within the region (one city, seven villages, and thirteen townships), planning and zoning commissions, and manages all aspects of the implementation of the CCRPC’s mission. The ED must possess comprehensive knowledge of modern planning concepts and principles, and an understanding of the public policy aspects of local government. The CCRPC currently oversees the administration of the Clinton County Land Bank, so the ED must further have familiarity with Ohio Land Banks and be comfortable with the potential of working with the Land Bank Board, and/or administering the Land Bank. The ED will also be expected to maintain a strong working relationship with the City of Wilmington, the Clinton County Board of Commissioners, the Clinton County Engineer’s Office and Department of Building & Zoning, and the Clinton County Port Authority. Additionally, flexibility of schedule and ability to attend evening meetings on a regular basis is necessary.
CCRPC is tasked with preparing plans on long range programming; promoting understanding of and recommending administrative and regulatory measures to implement plans; contracting if needed to facilitate planning activities; reviewing, evaluating and making comments on amendments to the Comprehensive Plan and zoning amendments; providing planning assistance to other units of local government; and administering the County Subdivision Regulations.

Clinton County, Ohio, has a population of 42,000 and is situated 40 miles northeast of Cincinnati, 30 miles southeast of Dayton, and 60 miles southwest of Columbus. The county’s proximity to three of Ohio’s four largest metropolitan areas presents challenges and opportunities alike: retaining its rural heritage, agriculturally productive landscape, and small hometown feel while capitalizing on its potential to attract compatible new development.
In response, the CCRPC adopted the Clinton County 2040 Comprehensive Plan in April 2022. The Plan’s Key Themes include protecting the county’s rural character and quality of place; enhancing natural and recreational resources; improving quality and variety of housing stock; embracing economic opportunity; creating a diverse and resilient economy; and expanding amenities and services. In addition to seven villages and thirteen townships, Clinton County’s seat is the City of Wilmington. Wilmington is the cultural and economic center of the county, with a population of over 12,000. Wilmington is home to the Wilmington Air Park, an integrated aviation and logistics business park managed by the Clinton County Port Authority and supporting over 4,000 employees.
