The City of Seguin (“CoS”) seeks to identify a highly qualified, visionary developer, or development team to to redevelop The Nolte, a City owned property located in the heart of Seguin. The Nolte is a collection of buildings, added over time, with significant historical importance that is located directly off of Central Park. Fueled by the unprecedented growth within the City of Seguin and its location on the historic downtown City square, The Nolte building site is capable of expanding housing, hospitality, and commercial uses. The City of Seguin now looks forward to working with a developer and/or innovative team, in furtherance of the City’s investment in community betterment, to enhance the quality of our community for the future of downtown Seguin. CITY OF SEGUIN OVERVIEW

In a bold move to enhance its urban landscape and invigorate its downtown core, the City of Seguin has embarked on a transformative development project centered around the historic Nolte National Bank and Post Office Buildings. This historic property, now under city ownership, presents a unique opportunity to catalyze economic growth, foster community engagement, and preserve cultural heritage.

PROJECT OVERVIEW - SCOPE OF WORK

In line with its commitment to community betterment, the City of Seguin embarks on a transformative real estate endeavor centered around the redevelopment of the Nolte National Bank and Post Office Buildings. As part of a strategic real estate initiative, the city aims to divest its interest in the property while facilitating a visionary project that enriches the fabric of the community. To pave the way for this transformation, the city, in collaboration with stakeholders, has designated a General Land Use Plan (GLUP), allowing for a diverse but targeted range of potential uses on the property. The issuance of a Request for Qualifications (RFQ) marks the initial step in a two-step process, culminating in a Request for Proposal (RFP), to identify a Developer Team capable of executing the city’s vision and objectives.

PURPOSE OF RFQ

Through the RFQ process, the City of Seguin invites Development Teams to express their interest in participating in the redevelopment of the Nolte National Bank Building. The RFQ seeks to gather statements of qualifications and pertinent information from prospective organizations, enabling the city to assess each respondent’s capabilities and suitability for potential agreements pertaining to the property. These agreements may include sale, lease, or public/private partnerships with the city, aiming to catalyze a transformational project that not only provides a financial benefit to the city but also contributes to the overall enhancement of the community.
