Description
The Franklin Street (EPS) Transportation-Land Use Concept project will create an integrated plan to transform Franklin Street into a more multimodal urban street to help achieve the city's goals related to sustainability, housing, place-making and economic development.
How to Apply
Sealed proposals to provide Franklin Street Enhanced Project Scoping (EPS) and Land Use Concept, reference WIN# 28740.00, shall be submitted electronically to bidsubmit@portlandmaine.gov with the name of the Bidder, Bid Name and Bid number in the subject line will be received until 3:30 p.m., Thursday, September 12, 2024, at which time they will be opened and read. Proposals may also be submitted via USPS, UPS, FedEx or in person to the City of Portland, Purchasing Rm. 103, 389 Congress St., Portland ME 04101. It is the bidder’s sole responsibility to ensure that their bid is submitted prior to the date and time specified. Late, faxed or unsigned bids shall not be accepted.
Proposers must provide: a.) a technical proposal; and b.) a price proposal in a separate, sealed package. Price will not be part of the technical proposal; otherwise, that proposal will be rejected.
The CITY is undertaking this locally administered project (LAP) with funding from the Maine Department of Transportation (MaineDOT). This project is subject to applicable federal and state laws, regulations, policies and procedures, including MaineDOT Consultant General Conditions, February 2020.
