Planning Manager

Salary: $72,207.82 - $104,151.63 Annually

Nature of Work
Under general direction, the Planning Manager manages, oversees, and supervises professional Long-Range and Active Transportation Planning Staff, assigns projects, and acts as the Principal-in-charge over complex advance planning projects. Provides management for the Comprehensive Plan, Strategic Plans, and Environmental and Transportation Plans. Represents the City on regional planning matters and acts as an advisor to various elected and appointed boards and committees.

Duties and Responsibilities

  • Manages and supervises professional Planning Staff; delegates and supervises personnel and operations to ensure appropriate levels of service and resources; monitors work, evaluates performance, trains, counsels, coaches, and instructs employees to achieve performance management goals and strategic objectives; ensures staff adhere to established policies and procedures to remain in compliance with local, state, and federal regulations.
  • Develops, monitors, maintains, and manages assigned areas related to comprehensive, strategic, area, corridor and neighborhood plans to ensure adequate resources are allocated to meet objectives; develops action plans and program events with staff through coordinated public involvement processes to meet established goals and reporting requirements.
  • Manages the collection, analysis, and presentation of project, operational, and financial data; monitors financial activities of applicable budgets and grants to ensure compliance and meet performance targets.
  • Prepares and presents various special and recurring reports to councils, boards, government organizations, community groups, and regional, state, and federal agencies; conducts public meetings and coordinates discussions on assigned programs to ensure effective, accurate, and timely communication of information.
  • Meets regularly with staff to review work in progress, discuss and resolve issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets statutes and regulations to provide guidance in developing, implementing, and administering policies and procedures.
  • Serves as the primary advisor to the City Innovation and Strategy Administrator on matters of planning alignment, strategic grant and funding applications, public infrastructure financing tools, annexations, masterplans and other long range, environmental, and transportation planning projects and activities.
  • Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

Minimum Qualifications
Bachelor's Degree in Urban, Environmental or Transportation Planning, Social Sciences, Public Policy/Administration, or related field. Master's Degree preferred AND eight (8) years experience in municipal or regional planning, of which at least three (3) years were in a supervisory capacity. Professional planning certifications and accreditations preferred: AICP certification and/or CNU-Accredited Professional. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Knowledge of: principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
