Chief of Comprehensive Planning

Salary: $87,635.60 Annually

Nature of Work
This is advanced level administrative and professional work in the Comprehensive Planning Division for the Department of Planning. This position is responsible for leading planning efforts related to the Miami Comprehensive Neighborhood Plan (MCNP) and directing the activities of the Comprehensive Planning Division. An incumbent will participate in strategic planning by establishing division goals, objectives, and standards of work performance for division staff; plan, organize, direct, train, and evaluate division staff performance; and provide leadership to develop and retain highly competent and service-oriented staff. This position will report to the Assistant Director of Planning.

Essential Functions

  • Works with stakeholders to define the overall community vision and develops the appropriate policies and ordinances to achieve desired goals
  • Works with staff to review and provide updates and amendments to the Miami 21 Zoning Code and the Miami Comprehensive Neighborhood Plan (MCNP) to ensure that planning efforts align with the City’s vision as well as adapts to changing development and land use policies
  • Participates in the overall development and maintenance of the Miami Comprehensive Neighborhood Plan (MCNP) and other plans through recommendations as to the desirability and applicability of ordinances, rules, regulations, and capital improvement schedules, including planning initiatives for open spaces and implementation the City’s Parks and Recreation Master Plan.
  • Interprets the effect of regulations and policies on growth management and regional development
  • Recommends the preparation of studies and plans on urban rehabilitation, conservation, and redevelopment of designated areas.
  • Oversees the preparation of maps, reports, plans, studies, and legislation as a basis for various planning initiatives.
  • Leads and supervises the review, research, preparation and implementation of planning policy and regulations to address patterns in population, social, and economic characteristics; commercial and industrial trends; housing, tourism, land and building types and uses, public improvements, and park, recreational, cultural, and educational facilities.
  • Oversees all Development of Regional Impact (DRI) programs within the City.
  • Conducts technical reviews of development projects and advises applicants on permitting processes, assists the public with applications and inquiries, and reviews issues for compliance with applicable city, county, state, and federal laws.
  • Directs and assists in the development of comprehensive site plans, construction details, scope of services for bid documents, and the compilation of information for grant applications as assigned.
  • Establishes Division goals and standards of work performance and evaluates processes through strategic planning and assists the Department with performance measures.
  • Plans, directs, organizes, evaluates, and trains subordinate personnel to ensure retention of highly competent and service- oriented staff.
  • Evaluates customer needs and leads the Division in any process improvement efforts including the development, -formulation and revision of departmental policies and procedures.
  • Develops strong partnerships and working relationships with other City departments, agencies, committees, advisory groups, and elected or appointed officials to achieve departmental and City goals, as well as providing excellent customer service.
  • Represents the City and the department at various boards, City Commission, and other public meeting as necessary.
  • Performs other related work as required

Minimum Requirements

  • Master’s degree in City, Regional or Urban Planning, Architecture, Landscape Architecture or a closely related field.
  • Thorough seven (7) years progressively responsible comprehensive planning experience.
  • Considerable four (4) years supervisory experience.
  • Competency with Geographic Information System (GIS) or other relevant software and certification from the American Institute of Certified Planners (AICP) are highly desirable.

OR Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.
