Planning Manager

Salary: $82,549.00 - $103,186.00

Job Summary
Under general direction, manages the work of professional and technical personnel engaged in urban planning activities needed to carry out and ensure the department’s work plan and city’s policies and standards are met. Develops project objectives, development programs, design guidelines, and budgets based on Council priorities, the department’s work plan, and public input.

Essential Functions

  • Lead and direct the planning and development activities associated with the department’s work plan, including special projects, ordinance revisions, zoning, platting, data and analytics and miscellaneous reports and research. Ability to analyze and measure the effectiveness of resource allocations with respect to long and short-range objectives.
  • Hire, train, direct and supervise the performance of a diverse team of professional, technical, and clerical employees to achieve division and department work objectives. Ability to lead organizational learning and improvement based on the establishment, tracking, and interpretation of performance measures.
  • Prepare strategic, business, and work plans reflecting Council priorities, public input, and regulatory requirements to serve the needs of a demographically diverse community. Ability to communicate plans and resource priorities to staff and community stakeholders. Prepare and track complex budgets, financial reports for fiscal accountability, and work progress indicators for purposes of periodic reporting and budget management.
  • Communicate verbally and in writing with citizens, consultants, developers, other departments, and special interest groups, as well as City Council and other boards and commissions, to convey policies, regulations, requirements and city development activity, and to make presentations and facilitate meetings of same.

Other Job Functions

  • Develop and negotiate professional service agreements and contracts, and monitor and manage the same.
  • Assemble, educate and guide the work of citizen staff, and technical advisory committees; ability to lead process improvement teams and internal training programs.
  • Serve as the Department's representative on interdepartmental projects; ability to prepare informal and formal staff reports and prepare and deliver oral and graphic presentations to the City Council, Planning and Zoning Commission, Zoning Board of Adjustment, and other groups as required.
  • Prepare highly technical reports on operating issues, and ability to measure performance results against established goals and objectives.

Minimum Qualifications

  • Advanced knowledge of the fundamental principles, concepts, practices and theories of urban planning; including ability to train staff on same.
  • Knowledge and experience related to comprehensive and neighborhood planning principles, urban design/architecture, transportation planning principles, economic development, finance, engineering, and/or GIS analysis as it applies to planning and zoning.
  • Knowledge of platting, zoning and permitting statutes, including Chapter 212 (platting) and Chapter 245 (“vested rights”) of the Texas Local Government Code.
  • Knowledge of customer survey methods and analysis.
  • Knowledge and experience in human/public relations practices and techniques.
  • Knowledge and experience in budget development principles and procedures.
  • Skill in communicating and making presentations both orally, graphically and in writing with persons both inside and outside the organization.
  • Ability to prepare analytical and feasibility reports.
  • Ability to build and assemble project teams representing all affected stakeholders.
  • Ability to apply the Department’s I-CARE culture (Impression, Connection, Attitude, Response, Exceptional) in maintaining a positive, supportive, customer-centric work environment.
  • Ability to learn and use proficiently “AMANDA,” the Department’s permitting processing systems, and “E-PlanSoft” for electronic plan review.
  • Ability to effectively coordinate and supervise the work of professional and technical personnel.
  • Ability to conduct technical research/benchmarking and present findings in a clear and concise manner.
  • Ability to work independently on multiple projects under minimal supervision.
  • Ability to develop alternate solutions to problems, evaluate courses of action and make decisions.
  • Ability to operate a personal computer, GIS and software packages (including graphics, visualization, and city specific programs), digital camera, scanner and use these mediums to evaluate and analyze information.
  • Ability to perform a variety of physical skills including, but not limited to, lifting, seeing, typing, writing and entering data on a personal computer.
  • Ability to plan, organize, monitor, and evaluate subordinate work assignments to accomplish unit objectives.

Qualifying Education and Experience

  • Bachelor's Degree in urban and regional planning, geography/GIS, political science/public administration, architecture, environmental science, landscape architecture, business or related field and seven (7) years related experience including two (2) years progressively responsible supervisory experience; or a Master's Degree in urban and regional planning, geography/GIS, political science/public administration, architecture, environmental science, landscape architecture, business, or related field and five (5) related experience including two (2) years progressively responsible supervisory experience.
  • AICP required
