Transportation Planner II/III

Salary: $69,305.00 - $125,004.00 Annually

Description
The Montgomery County Planning Department is currently seeking an experienced and motivated Transportation Planner within the Upcounty Planning Division, which is responsible for nearly two-thirds of the land area in Montgomery County, including Potomac, Darnestown, Germantown, Clarksburg, Damascus, Olney, Ashton-Sandy Spring, Burtonsville, Fairland Briggs Chaney, and the Agricultural Reserve. This is an opportunity to shape the built environment by applying multi-modal and Vision Zero planning principles through both the master planning and development review processes.

This position requires the capability to work well with a team with a diverse set of backgrounds and areas of expertise such as county residents, developers, planners, architects, engineers, attorneys, and public officials. Fieldwork and occasional evening meetings are required.

Montgomery Planning is part of The Maryland-National Capital Park and Planning Commission (M-NCPPC). We provide county-wide planning functions including long range planning, as well as reviews of development applications in diverse built environments of downtown urban districts, suburban communities, and agricultural areas. We have pioneered nationally modeled programs in agricultural preservation, inclusionary housing, and transit-oriented design.

Examples of Important Duties

  • Assist with development of transportation content and recommendations in master plans.
  • Implement roadways; transitways; and bicycle, trail, and pedestrian facilities by applying multi-modal and Vision Zero planning principles into the transportation system for Montgomery County through master plans and the review of various development applications.
  • Ensure compliance with transportation planning regulations, adopted policies, best practices, guidelines, and Master Plans.
  • Assist in coordinating and negotiating with agencies and stakeholders on creative solutions to addressing master plan and development review issues.
  • Review traffic studies based on HCM models.
  • Assess transportation-related impacts for regulatory projects, including adequacy of the local transportation network, site circulation, pedestrian and vehicular safety, and compliance with applicable County regulations.
  • Develop transportation-related conditions of approval for regulatory projects.
  • Prepare well-written, accurate, concise, and clearly understandable reports and other documents.
  • Participate in community meetings and explain transportation issues and recommendations to the public.
  • Respond to information requests from residents, developers, planners, engineers, attorneys and public officials.
  • Deliver presentations to the Planning Board and community meetings.

As the Transportation Planner II, you will perform the duties above, with assistance from peers and supervision. The Transportation Planner II has some experience performing and leading independent reviews of plans, possesses general knowledge of the master plan and regulatory processes, is familiar with reviewing transportation studies, and has general knowledge of formulating required improvements based on the results of transportation studies, but will likely require more supervision and feedback to complete tasks.

As the Transportation Planner III, you will perform the duties above, but more independently and under more general direction. The Planner III has considerable experience performing and leading independent review of plans, possesses proficient knowledge of the master plan and regulatory processes, and has experience reviewing transportation studies, formulating required multi-modal improvements based on the results of transportation studies, and has considerable experience and knowledge in multi-modal and Vision Zero planning and design principles.

Minimum Qualifications
Planner II:

  • Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
  • Two (2) years of progressively responsible professional level planning experience or specific area of assignment such as transportation planning, environmental planning or urban planning.
  • An equivalent combination of education and experience may be substituted, which together total six (6) years.
  • Valid driver's license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Planner III:

  • Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
  • Four (4) years of progressively responsible professional level planning experience related to specific area of assignment such as transportation planning, environmental planning or urban planning.
  • An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  • Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
