Long Range Planner

Salary: $53,723.90 - $76,425.65 Annually

Description
Under general direction, the Long Range Planner assists, supports, and participates in long range and strategic planning initiatives to facilitate the growth and development of the City of Las Cruces. Provides research and advises planners of issues and concerns.

Duties and Responsibilities

  • Participates in the research, studies, and related activities in the development of long-range goals and objectives; supports the City’s current and future growth needs by providing professional long range planning services and functions.
  • Manages, oversees, and provides technical guidance for special projects as assigned and participates in meetings with government officials and community groups; monitors code amendments, annexations, development reviews, comprehensive plan updates, and Land Development Code Updates.
  • Reviews and evaluates proposals for compliance with the City’s long range plans, policies, and regulations. Identifies issues, solicits input, and provides recommendations for policy changes and policy development.
  • Researches and provides information on various community development issues; gathers socio-economic, transportation, construction, housing, land use and other data about the community; studies plans and monitors local development; facilitates development of the comprehensive plan.
  • Researches and analyzes the factors affecting community planning projects; organizes, evaluates, analyzes, and presents data and information; prepares reports and checks designs, details, estimates, plans and specifications of planning projects; evaluates alternatives and makes logical recommendations.
  • May serve as project manager and conduct development application review process to determine conformance with comprehensive plans and applicable policies, regulations and codes; acts as a liaison between the City and various consultants.
  • Advises architects, builders, attorneys, contractors, engineers, and the public on the City’s Comprehensive Plan, development policies, procedures and standards and other land use matters.
  • Responds to citizens’ inquiries regarding interpretation and assists in reviewing and implementation of codes, zoning, and land use; assists walk-in traffic and daily calls for information requests. Analyzes and reviews development proposals or applications such as land use plan amendments , permits with appropriate principles, regulations and policies.
  • Evaluates land use proposals for conformity to established plans and ordinances and compliance with applicable local, state, or federal laws; evaluates proposals’ development impact as they relate to the adopted plans for the City and makes recommendations.

Minimum Qualifications
Bachelor’s Degree in Urban or Regional Planning or a related field AND two (2) years in municipal, urban, or regional planning. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Knowledge, Skills and Abilities
Knowledge of: principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
