A Sr. Development Project Facilitator position is available in the City of Fort Worth Development Services’ Project Facilitation team. This position is responsible for performing highly interactive project management and facilitation for developers of large and complex private development projects through the City’s development review processes. Coordinates project meetings, project specific requirements and offers solutions to achieve project deadlines, build relationships with developers, other departments and development community stakeholders such as chambers of commerce, commissions and committees.

The Sr. Development Project Facilitator serves as the developer’s liaison and champion throughout the development review process, advocates for expedited project delivery while ensuring that the City’s regulations and project requirements are still met. Additionally, this role is charged with supervising the Project Facilitation team, including Development Project Facilitators and a Development Project Coordinator.

Minimum Qualifications

  • A Master’s degree from an accredited college or university with major coursework in Urban or Regional Planning, Urban Design, Public Administration, Civil Engineering, Architecture, Public Administration or a related field.
  • Four (4) years of increasingly responsible experience in project or program management, civil engineering, architecture, urban planning or development plan review/consultation.
  • One (1) year of experience in a supervisory capacity.

Preferred Qualifications

  • Experience in economic development, land development, including demonstrated knowledge of the various municipal and other regulatory requirements for public infrastructure projects, transportation planning, and development plan review and inspections processes.
  • A minimum of 2-years’ experience working for a municipal, regional, state or federal government entity.
  • Capable of reading and interpreting construction documents
  • Proficiency in Accela permit software, Geographic Information System (GIS) mapping tools, as well as the Microsoft Office suite including OneNote and SharePoint
  • Project Management Professional (PMP) certification.
  • Lean Six Sigma certification.

Job Responsibilities

  • Supervising staff, which includes identifying, prioritizing and assigning facilitated project responsibilities.
  • Manage the Pre-Development Conference (PDC) programming, including the scheduling, staff assignment, pre-meeting review and post-meeting operations.
  • Lead and host Pre-Development Conferences meetings for specific projects as assigned by the Development Support Administrator.
  • Project manage large and complex private development projects through the City’s development review processes, including management of project schedules in conjunction with city review timelines. Evaluating and identifying when facilitated projects are eligible for early addressing, early grading, permit release prior to plat, etc and coordinating with our alliance partners in T/PW, Water, Storm Water, IPRC, DSD to forge the path to achieve project deadlines
  • Initiating and conducting periodic project specific meetings on a reoccurring basis (weekly, monthly, etc).
  • Coordinates administrative support services for the Department and pursues resolutions involving other departments and external stakeholders, includes leading inter-departmental and inter-jurisdictional project meetings.
  • Proactively identify project specific needs and negotiate special review accommodations.
  • Manage a project database and project schedules for each facilitated project.
  • Identifying procedural issues/problems within the broader “development review process” and working with the correct individuals to discuss the issue, devise alternatives/solutions, and implanting those corrections to streamline the review process.
  • Responding to City Manager and Mayor/Councilmember special requests to investigate and facilitate projects.
  • Responsible for the creation and update of various “development guides” such as the “Commercial Development Guide” and the “Infill Development Guide”.
  • Responsible for identifying and implementing opportunities to improve development and permitting processes, amending existing policies or adopting new policies to achieve the City’s economic development goals.
