Planning Manager 1 – Community Plans

Description
Are you passionate about community planning – from urban neighborhoods and suburban centers to rural communities? The Nashville Planning Department is seeking an experienced individual to lead its Community Plans section, overseeing and managing community and small area plans with an emphasis on great design, innovative policy, and dynamic public engagement. The Planning Department, comprised of planners and designers with expertise in land use, architecture, landscape architecture, and urban design, is engaged in identifying opportunities, developing strategies, and recommending infrastructure and other improvements to address the challenges associated with growth and change. The Planning Manager 1 – Community Plans position will work closely with the Community Plans team, Executive Director, and Deputy Director to provide vision, guidance, and technical expertise on community and small area plans throughout the county. The Community Plans section oversees and coordinates Metro Nashville-Davidson County’s General Plan – NashvilleNext, its 14 Community Plans, and the Major and Collector Street Plan with a focus on sustainable planning and a regional perspective. The position will perform and coordinate professional level work and include supervisory duties.

The successful candidate for this position should have a background in land use planning, landscape architecture, architecture, transportation planning, or civil engineering and a history of effectively managing the professional performance of a planning team. A successful candidate must be able to consider and explain a wide array of complex factors in creating plans, such as demographic changes, the need for a variety of housing types in a neighborhood, and the demand for multimodal transportation infrastructure. This position will also work to find new strategies for engaging the community in a thoughtful and meaningful way.

The successful candidate for this position should possess strong communication and leadership skills and a demonstrated ability to work with various stakeholders in a lively, interactive, and sometimes challenging environment. This candidate should be able to effectively negotiate outcomes that consider issues that are important to all stakeholders, including Metro Government, elected officials, development professionals, residents, and businesses.

Responsibilities

  • Supervises activities of professional, technical, and clerical staff, including assigning projects to individuals and teams of planners, monitoring progress on projects, evaluating employee performance, and counseling employees as needed.
  • Develops recommendations regarding current physical, social, economic, and community development and related areas of the General Plan for Metropolitan Nashville.
  • Updates the General Plan, land-use, zoning, transportation, and/or housing studies as assigned.
  • Consults with contractors and other members of the general public, as well as other agencies, about planning related issues.
  • Oversees and participates in studies and data analysis, presenting findings and recommendations to the appropriate parties.
  • Performs various administrative duties, including preparing items and/or reviewing items presented to the Metropolitan Planning Commission.
  • Develops and implements measures to improve productivity.
  • Participates in the policy setting process.
  • Coordinates activities with other divisions/sections of the Planning Commission and other Metropolitan departments.
  • Attends meetings and speaks to the public as needed.

Qualifications

  • Knowledge of the principles, practices, and trends in community, neighborhood, and urban planning.
  • Skill in collecting and analyzing data.
  • Ability to conduct studies, analyze findings, develop alternatives, and document recommendations.
  • Skill in working with the public.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of federal, state, and local regulations pertaining to community development and capital improvements.
  • Knowledge of supervisory principles and practices.
  • Ability to supervise the work of others.
  • Ability to assign and review the work of others.
  • Ability to examine and modify the flow of work to increase productivity.
  • Ability to establish and maintain effective working relationships.

Required Skills

  • Adobe suite – InDesign, Acrobat: preferred

Education and Experience Requirements

Bachelor's degree in Planning, Architecture, Landscape Architecture, Urban Design, Civil Engineering or a related field from an accredited college or university and six (6) years of related experience.
