Salary - Planner: $50,592 - $65,769

Salary - Senior Planner: $64,569 - $83,939

The Long Range Planner’s tasks will include a broad range of planning projects or assignments. They will research and amend the Community Development Code to address emerging trends or create development flexibility. The person in the position will draft and amend the city’s Comprehensive Plan, Special Area Plans, and Community Redevelopment Area Plans, as well as collaborate regionally on planning issues that impact the city of Clearwater.

The Long Range Planner will also help create community engagement opportunities to ensure the public can provide information and feedback to the city of Clearwater. They will also process applications for annexation, future land use amendments, or zoning atlas amendments.

Duties and Responsibilities

  • Provides professional planning work in a variety of capacities, depending on Division, related to the use of land in the City including development review, site plan approval, signage, landscape review, zoning, land use, subdivision and major development permitting, comprehensive planning, and transportation planning.
  • Provides extensive and professional customer service for the general public, including assistance to walk-in customers, other City departments, elected officials and outside professionals.
  • Communicates the City’s land development regulations clearly and concisely.
  • Participates in a variety of meetings and public hearings relating to planning.
  • Reviews plans and provides feedback and expertise on planning; assists applicants, owners, and others through permitting and applications; disseminates information and communicates extensively through the process of planning and development.
  • Conducts research and analysis and prepares reports on complex planning issues.
  • Makes recommendations for potential changes to the Community Development Code or other governing plans and prepares amendments as needed.
  • Performs other duties as assigned.

Long Range Planner

  • Performs and manages complex and sensitive professional planning projects, research and analysis.
  • Serves as a contact person for zoning inquiries, applicable land use laws, and general ordinances.
  • Develops reports and recommendations relating to a variety of planning topics such as land use, redevelopment, design guidelines, urban design, historic preservation, community facilities, economic base, population, and housing.
  • Assists with the preparation of project scopes and manages the work of consultants related to planning.
  • Processes petitions for annexation, land use amendments, zoning atlas amendments, development agreements, and amendments to the Comprehensive Plan and Community Development Code.
  • Develops special area plans, prepares technical reports, ordinances, Community Development Board and City Council agenda items; ensures all amendments are consistent with the Countywide Plan for Pinellas County and state statutes.
  • Develops and coordinates public involvement strategies, presents to community and business groups and engages the community as part of plans and projects.

Senior Long Range Planner

  • Performs and manages complex and sensitive professional planning projects, research and analysis; assists with the preparation of project scopes and manages the work of consultants.
