Transportation Modeler/Planner III

Description
The Montgomery County Planning Department, located in Wheaton, Maryland, is seeking a Transportation Modeler/Planner III with experience in (1) travel demand forecasting and (2) micro-simulation and traffic analysis.

The Department is part of The Maryland-National Capital Park and Planning Commission (M-NCPPC). For over 95 years, M-NCPPC has had a national reputation for planning excellence, and today serves a culturally diverse population of over two million people in Montgomery and Prince George’s Counties on the border of Washington, D.C.

Examples of Important Duties

  • Executing the Department’s regional travel demand model for master plan transportation adequacy and climate assessment applications.
  • Applying the regional travel demand model in combination with microsimulation modeling tools and/or “sketch plan-level” traffic analysis tools and procedures to evaluate traffic impacts on roadway networks and/or intersections to support the development of multi-modal master plan transportation recommendations, including road diets, lane repurposing and reduction in turn lane capacity.
  • Producing datasets used to support the application of the regional travel demand model, including transportation networks and land use data. Interpreting, gathering and analyzing key transportation-related data sets, including US Census/American Community Survey data, household travel surveys, on-board transit survey, parcel file data, and INRIX speed data.
  • Reporting and interpreting the results derived from the application of the regional travel demand model using spreadsheets, graphs and charts to support the evaluation of the transportation adequacy of area master plans and sector plans.
  • Supporting the maintenance and update of the Department’s regional travel demand model. The Department currently maintains a four-step, trip-based model and anticipates transitioning to an Activity-Based Model (ABM) in the coming years.
  • Writing technical memoranda and reports and delivering PowerPoint presentations to stakeholders and decision-makers.

Ideal Candidate Skill Set

  • At least four (4) years of experience with traditional trip-based travel forecasting models. An understanding of the basic concepts of Activity-Based Models (ABM) or their applications is a plus.
  • Substantial experience using the Cube travel demand forecasting software and scripting.
  • Familiarity with MWCOG’s travel demand forecasting model structure, scripts and data requirements.
  • Applied knowledge of multi-modal transportation system mobility and capacity procedures including the Highway Capacity Manual, the Transit Capacity and Quality of Service Manual, ITE Trip Generation, and traffic analysis tools such as Synchro/SimTraffic, VISSIM, and other microsimulation analysis tools for local area transportation planning.
  • Experience using Excel and ArcGIS software.
  • Computer programming skills, including Python and VB.Net scripting.
  • Basic knowledge of database management systems (DBMSs) and supporting software.
  • Ability to effectively summarize, analyze, interpret, and present supporting data and results derived from travel demand modeling applications.

Preferred Qualifications

  • Master’s degree in transportation engineering, transportation planning, urban planning or an equivalent combination of education and work experience related to the job functions.
  • Four (4) years of extensive experience applying trip-based travel demand forecasting models, especially in applying MWCOG’s model.
  • “Hands-on” experience applying microsimulation models.

Minimum Qualifications

  • Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
  • Four (4) years of progressively responsible professional level planning experience related to specific area of assignment such as transportation planning, environmental planning or urban planning.
  • An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  • Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
