Program Associate - Housing Division

Position Description
The Metropolitan Planning Department of Nashville and Davidson County is seeking a Program Associate. This position is a member of the Housing Division which is tasked with facilitating the creation and preservation of affordable housing and housing security throughout Davidson County. The primary responsibility of the Program Associate is to coordinate and monitor a variety of programmatic services to support the strong implementation of housing tools. The success of affordable housing creation and preservation requires collaboration with multiple parties including other Metro departments, Councilmembers, developers and community members. Therefore, the Program Associate will use strong organization skills, communication management and programmatic administration to help the Housing Division create, implement and evolve housing policies in service of Nashville’s housing needs.  

The Program Associate will report to the Senior Manager for Policy & New Initiatives or her designee, and will work collaboratively with the Metro Housing Director; Metro Housing team; and Metro Planning colleagues.

Typical Duties

  • Identify and implement opportunities for continual improvement including process efficiencies, increased communication or streamlined program management.  
  • Track project progress through completion and proactively address any challenges with a solutions-oriented mentality.
  • Work with team to research, develop and track requests for proposals.
  • Research and evaluate innovative financial, legal and policy tools and strategies the City might implement to utilize resources in creative ways.
  • Maintain regular communication with developer community to best understand market conditions, funding needs and policy opportunities. 
  • Respond to and coordinate strategic opportunities for new partnerships, including matchmaking forums for peer organizations, nonprofits, faith-based organizations, and other partners to connect around shared interests.
  • Help to develop and maintain strong relationships with multiple partners that support housing activities, including state and federal government, housing development entities, banks, corporations, and local foundations.
  • Provide and track information for internal transactions including procedures, forms, and documentation required.
  • Work on long- and short-term innovative projects, such as federal funding opportunities, partnerships, research needs or communication projects.
  • Oversee and participate in processing and maintenance of financial, accounting, and legal documents relating to program implementation.
  • Perform other duties as assigned.

Education and Experience
A Bachelor’s Degree and at least (3) three years of strong program management experience.

Preferred Experience, Knowledge, Skills and Abilities

  • Proficiency in Microsoft Office required
  • Creative problem solving and ability to adapt to dynamic conditions and resources
  • Well-organized, thorough, and detail-oriented with a provable track record of responsibility and initiative
  • A demonstrated and verifiable ability to work with multiple partners toward a shared goal, often in a resource constrained environment
  • Comfort with a fast-paced work environment and balancing multiple projects at a time
