Notice is hereby given that the City of Escondido, a California municipal corporation, is soliciting proposals from qualified consultants, firms, and/or a team comprised of different companies for preparation of a two-part project targeting the City’s Downtown Specific Plan area, consisting of an assessment and recommendations for modifying open space requirements, and a downtown parking study, standards, and management plan.

Downtown Escondido is part of the Downtown Specific Plan and is envisioned as a dynamic, attractive, economically vital city center providing social, cultural, economic, and residential focus while respecting its historic character. The environment is pedestrian oriented, attracting local and non-local visitors year-round, to experience an atmosphere that is entertaining and vibrant with activity occurring throughout the day, evening and weekend hours.

The City intends to award one contract resulting from this RFP to a responsible Consultant that best meets the City’s objectives and qualification criteria. The City is committed to selecting an excellent team that will produce a high-quality work product and deliver a high level of customer service. The consultant awarded the Project will study City standards and needs both Citywide and in the downtown area. The Consultant will use this information, along with any previous work the City may offer, to conduct a two-fold assessment of the DSP’s open space and parking requirements. Specifically, the Consultant will 1) assess the DSP’s open space requirements for constraints on affordable housing resulting in findings, recommendations, and modified language for open space requirements, and 2) conduct a downtown parking study of public and private spaces to identify parking need at DSP buildout and provide a parking management plan for implementation.

The Project will focus on how to make affordable housing production more financially feasible through modifications to both the DSP’s open space and parking requirements. The open space assessment will take into consideration the potential for reductions to existing requirements, as well as new strategies, such as green roofs and community gardens to aid in reducing barriers to affordable housing production. The parking study will inventory and map existing public and private parking; analyze parking needs and opportunities; and provide recommendations for parking management and revised parking standards. The Consultant must be an expert in compiling and analyzing parking information and data, creating parking demand projections, and making recommendations to address parking concerns, including public policies, programs, and management, public-private partnerships, and bicycle and pedestrian connectivity, including Americans with Disabilities Act considerations.
