Description
The Metro Nashville/Davidson County Planning Department is seeking an individual to join its Project Management section, helping to oversee and coordinate complex planning and infrastructure studies with consultants. The Planning Department, comprised of planners and designers with expertise in land use, architecture, landscape architecture, and urban design, is engaged in identifying opportunities, developing strategies, and recommending infrastructure and other improvements to address the challenges associated with growth and change. The Planner 2 – Project Management position will work closely with the Project Management team and colleagues across the department to support and lead planning projects with supervision by senior planners and/or management staff. The Project Management section oversees and coordinates planning and infrastructure studies at a variety of scales, from site feasibility studies to countywide regulatory analyses. We are looking for a qualified candidate to join our team as a mid-level planner.

The successful candidate for this position should have a background in land use planning, landscape architecture, transportation planning, or civil engineering, including project management and community engagement. He or she will contribute to the oversight of consultant led planning projects and act as a point person between the consultant team and department staff to ensure efficient coordination of the project.

The candidate will also have experience effectively communicating complex planning concepts and ideas to a variety of stakeholders. The individual will also have strong time management and organizational skills and experience in time-sensitive situations with competing priorities.

Responsibilities

  • Coordinates and evaluates, with project management team, professional planning projects through contracts with consultant teams.
  • Assists with scoping work, defining deliverables, identifying tasks and process, developing work methods, and identifying resource needs.
  • Assists in ensuring work meets management and elected officials’ expectations and completed within specified budget and time frame.
  • Consults and coordinates closely with other Metro agencies and departments, and with partner agencies and organizations at the local, state, and federal levels, to identify needs and goals and resolve technical issues
  • Assists in the identification of stakeholders and the development of a dynamic and inclusive community engagement strategy for planning and implementation projects.
  • Reviews professional planning work and deliverables for compliance with agreed upon goals, outcomes, and conditions.
  • Presents information, findings, and recommendations to appropriate parties.
  • Performs various administrative duties such as writing correspondence, processing paperwork, assists in the preparations of materials for the Metropolitan Planning Commission, and attends or speaks to the public at meetings.
  • Serves as a project team leader as needed coordinating activities, assisting team members, and providing progress updates to management.

Qualifications

  • Knowledge of project management and the delivery of professional planning and engineering services contracts.
  • Knowledge of the principles, practices, and trends in community and land planning, urban design, and multimodal transportation planning, including the effective use of data.
  • Skill in facilitating general agreement among various internal and external stakeholders, including the public, with differing visions and objectives.
  • Ability to accurately read and interpret complex materials including contractual language and process paperwork according to established procedures.
  • Ability to collaborate effectively in a team setting, including in-person and/or virtually.
  • Ability to effectively multi-task on a variety of project types, and across time sensitive deadlines.
  • Professional self-awareness and an ability to ask for and receive support from peers, management, and executive staff.

Education and Experience Requirements
Bachelor's degree in Planning, Architecture, Landscape Architecture, Civil Engineering, or a related field, from an accredited college or university and four (4) years of related experience, or a Master’s degree in Planning, Architecture, Landscape Architecture, Civil Engineering, or a related field from an accredited college or university, and two (2) years of related experience
