City of Memphis and Shelby County
Works under the direction of the Chief Operating Officer of the City of Memphis and Chief Administrative Officer of Shelby County Government to oversee the general activities of the Memphis and Shelby County Community Redevelopment Agency (CRA). Manages staff and/or contract employees that will assist in the administration of the agency. Provides work direction, assignment of duties, evaluation of work performance, and discipline of assigned staff. Administers established Tax Increment Financing (TIF) districts and advise the CRA Board of Commissioners, Memphis City Council and Shelby County Board of Commissioners on proposed TIF districts. Maintains compliance with applicable redevelopment plans approved by the Memphis City Council and Shelby County Board of Commissioners. Ensures the compliance of all resolutions passed by the CRA Board of Commissioners pursuant to the Redevelopment Plans and all applicable Federal, State, and local laws. Coordinates with the City of Memphis Treasurer and the Shelby County Trustee on the management of the established TIF redevelopment trust funds. Oversees construction projects to further the approved redevelopment plans. Prepares and recommends an annual agency plan and operating budget consistent with goals and objectives of the CRA. Coordinates with the Division of Planning and Development on updates to the CRA Workable Plan and redevelopment plans, as necessary, and assures adherence to these plans. Acts as a spokesperson and liaison on behalf of the agency and members to public agencies, as well as other civic, community, and professional organizations. Travels and attends various meetings and businesses across the City.
