Job Summary:

  • This position is located in the Citywide Planning Division. The Citywide Planning Division develops and monitors the District Elements of the Comprehensive Plan-the District's 20-year blueprint for the city as well as works with regional and other city agencies and stakeholders to create strategies for critical planning sectors including housing, transportation, economic development, public facilities, and sustainability. 
  • The incumbent serves as a professional urban planner with responsibility for performing advanced professional planning activities for major multi-phased projects, which include technical and policy analysis, vision and goal setting, and specific recommendations/implementation plan development. 
  • Responsibilities include identifying critical planning issues, conducting detailed analyses of redevelopment and revitalization opportunities, leading a participatory public engagement process, and managing a team of internal planners or external consultants. 
  • Serves as the Office of Planning’s primary project manager for advanced planning activities related to District-owned properties and/or public facilities.  
  • Responsibilities include developing scopes of work, project work plans, and schedules; coordinating all phases of the assigned project's procurement process; and serving as the contracting officer's technical representative. 
  • Coordinates and reviews project team analysis, field work, research, and reports relative to the assigned study/project for consistency with District planning objectives, policy, and office standards. 
  • Prepares draft and final reports, studies and analysis, which address planning issues and problems throughout the city, particularly with regards to the District’s physical assets such as schools, parks, community and recreation centers, libraries, public safety facilities, and supportive housing. 
  • Participates in the planning, legislative approval process by drafting key documents, identifying hearing Witnesses, and participating in the Council hearing process. Serves as principal liaison between public and private sectors, the community and neighborhood groups for planning activities. 
  • Responsibilities include developing community engagement strategies to ensure an inclusive, multi-stakeholder process; evaluating public support for project plans; and developing a public relations approaches to galvanize support or address resistance. Leads implementation activities for applicable plans or studies. 
  • Responsibilities also include, facilitating communication with implementers, developing and executing work plans for specific implementation tasks, and developing materials, reports, graphics, and other documentation to assist in stakeholder communication. 
  • Participates in intra-agency and special project teams to review and comment on projects or proposals.
  • Provide input on recommendations, policies, and planning approaches to address important issues or concerns from the citywide planning perspective. 
  • Coordinates the integration of sustainable principles into land use policies affecting the natural and built environment. 
  • Assists in the development of sustainability and transportation planning priorities/plans and policy recommendations needed to advance transit and sustainability initiatives. 
  • Responds to telephone, email, and written public inquiries concerning planning and development activities according to established customer service standards. 
  • Represents the Office of Planning at meetings of Advisory Neighborhood Commissions (ANC), other community organizations, and interagency working groups or task forces, and intergovernmental meetings.

Qualifications:

  • Substantial knowledge of the substantive programs of the Office of Planning and its goals, policies and directions to be able to generally discuss same in public forums.
  • Expert proficiency in planning principles and theories, with an emphasis on, capital improvement programming, and real estate development, infrastructure planning, master facilities planning and/or design.  
  • A working knowledge of related disciplines including urban design, economic development, transit/transportation, sustainable development, comprehensive planning, research techniques, and statistical analysis is also essential.
  • Thorough knowledge of pertinent District and Federal laws, codes, regulations, and practices regarding planning, zoning, development, building, and redevelopment.
  • Working knowledge of various analytical techniques and the ability to integrate and analyze data from different sources.
  • Working knowledge in the use, interpretation and preparation of maps, graphics and charts.
  • Skill in interacting with a wide variety of people ranging from, neighborhood residents to high level agency officials.
  • Ability to work effectively as part of a team/work group or independently to complete work assignments.
  • Superior writing and editing skills. Extensive experience in communicating ideas, theories and analyses in reports, memoranda, white papers, PowerPoint presentations and various planning documents.
  • Ability to develop and provide content on projects and initiatives for the Office of Planning’s website, including social media tools.
  • Skilled in the use, operation, and application of Microsoft platform (Windows NT, XP), word processing, spreadsheet, power point, and database management.
  • Knowledge of Geographic Information systems (GIS) mapping software; graphic and presentation software (in Design, Adobe Platform Programs) is desired.
  • Problem solving and decision making skills to define problems and collect relevant information in order to recommend solutions in a timely fashion.
  • Demonstrated ability in managing, planning and implementation projects.
  • Demonstrated knowledge and application knowledge of current topics, best practices and theory of planning, neighborhood revitalization, and community engagement.
  • Experience in conducting research, performing analysis, and the ability to write technical reports that evaluate and analyze planning issues and data.

Education:

  • Master's degree in planning, transportation planning, real estate development, architecture, landscape architecture, urban design, engineering, business administration, public administration or related fields.

Work Experience:

  • At least five years of progressively responsible professional level planning experience that included at least 2 years of project leadership and coordination experience; OR an equivalent combination of education and experience.

Work Environment:

  • Most of the work is performed in well heated, ventilated, and lit environments.  The exceptions would be the periodic outdoor surveys, site visits, and walking presentations to be made to other entities.
