Moving ahead without funds

Memphis will go ahead with implementation of its Greenlaw-Manassas Neighborhood Homeowner-ship Zone — although it was not chosen for a 1998 grant. The project is interesting from a new urbanist prospective, because it is located next to (and will gain some of its financing from) Harbor Town — a successful neotraditional town. Harbor Town was inspired by Memphis’ old neighborhoods, and will now be part of a tax increment financing (TIF) district. Tax revenue from new development in the TIF will be used to build infrastructure to support the revitalization of the two square mile Greenlaw-Manassas Zone. Traditional, affordable housing will be built, streetscapes restored and the public realm enhanced. Implementation will be slower without the grant.
