The latest subdivision regulations in Johnson City, Tennessee, allow streets of 24 feet curb to curb, according to Eric Thomas Iversen, the head of long range planning. Streets include an 18- inch gutter on both sides, so road pavement is actually 21 feet wide, and parking is allowed on both sides. Sidewalks are mandated on both sides of the street, interconnection between developments is required and cul-de-sacs over a certain size are banned. The regulations have been in effect for less than a year, and new streets already are beginning to have a more intimate feel, Iversen says. The city is preparing to revise zoning regulations (which are separate from subdivision regulations), and which currently mandate separation of uses and long setbacks for homes and other buildings.
