he Sacramento Regional County Sanitation District has begun to encourage infill development by lowering sewer hook-up fees for development in established urban areas and raising the fees for greenfield subdivisions. The connection fee for a new house in an established neighborhood has dropped nearly 35 percent, from $3,500 to $2,300, while the rate for urban fringe homes has risen from $3,500 to $4,500 (the fee will increase to $5,850 by 2004; the infill fee will only be adjusted for inflation).
