Judge invalidates Campbell Soup expansion plan approval

After a hearing of several hours, Orlando ruled Rodney Sadler created an appearance of a conflict of interest when he chaired an April 18 meeting that approved Campbell's proposal. Sadler also was, and still is, a non-voting member of the state's Economic Development Agency, which strongly endorsed Campbell's plans and put Campbell's in the position of master redeveloper. Sadler's participation "fatally tainted the board's decision," Orlando said.
