PLANNING & COMMUNITY DEVELOPMENT DIRECTOR
The City of San Antonio is recruiting for a Planning & Community Development Director. This position is responsible for the planning, directing, managing, and overseeing the activities and operations of the Planning & Community Development Department to include the strategic development and implementation of the City’s Master Plan Policies through its Comprehensive Planning, Neighborhood Planning and Historic Preservation Programs. The Planning & Community Development Director coordinates assigned activities with other City departments and outside agencies and provides highly responsible and complex administrative support to the City Manager’s Office and exercises direct supervision over management, professional, technical, and clerical staff.
Essential job functions include, but are not limited to, the following: assumes full management responsibility for all department services and activities, including comprehensive planning, neighborhood planning and historic preservation, and implementation of the three (3) year Community Development Strategic Plan; oversees the development of long-range transportation and open space plans and implements annual annexation program; develops strategically focused planning methods designed to spur inner city re-generation, self-sustaining and revitalized neighborhoods, efficient land use, decreased pollution and waste, restoration of natural systems, historic preservation, and community participation and involvement; partners with community to produce neighborhood and community plans that include goals and action steps for land use, housing, economic development, community facilities and transportation systems; develops urban design policies and standards that preserve neighborhoods and improves the design and attractiveness of the City’s highway, street, transit and pedestrian networks, and of its open spaces and greenbelts; manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement, and directs the implementation of changes; serves as an official departmental representative to other City departments, City Manager’s Office, elected officials and outside agencies; oversees the development and administration of the department budget; provides staff assistance to the City Manager, Deputy City Managers, Assistant City Managers, and City Council; prepares and presents staff reports and other necessary communications; provides staff support and technical assistance to a variety of boards, committees, and commissions; and stays abreast of new trends and innovations in the field of sustainable urban planning.
Starting salary is negotiable, depending on experience and qualifications. This position is exempt from Civil Service and subject to at-will employment status.

The ideal candidate should be results-oriented, possess excellent communication and presentation skills and the ability to establish and maintain effective working relationships. The candidate must have advanced knowledge of the operational characteristics, services, and activities of urban planning; results based accountability and demonstrated history of developing and implementing urban planning programs. This position requires that the successful candidate possess a Master’s Degree from an accredited college or university with major coursework in Urban Planning, Public Administration, or a related field; six (6) years of increasingly responsible professional experience in city planning, redevelopment and growth management programs including three (3) years of administrative or supervisory responsibility.
