Description:

The City of Hays, Kansas (pop 20,500) is seeking a dynamic, forward-thinking, and energetic planning and zoning professional to serve as the City’s Planner. We are seeking a COMMUNITY PLANNER to work on a range of policy and design projects in a variety of contexts ranging from urban to rural. Responsibilities will include preparing corridor and small area studies, conducting public outreach, assisting with writing codes and ordinances, producing graphics, and supporting college master plans.

The Position

The Planner reports directly to the City Manager and is responsible for all functions of the City’s planning and zoning program. This newly created position will oversee and advise on development and redevelopment matters and serves as the coordinator to the Hays Area Planning Commission and the Board of Zoning Appeals.

The Planner will work with various departments and elected officials in order to develop planning related objectives, policies, and procedures. The City recently adopted an updated Comprehensive Plan and is in the process of rewriting the Zoning and Subdivision Regulations. This position will be instrumental in ensuring new development and redevelopment is in accordance with these documents.

The Planner will help perform economic analysis on all development proposals and opportunities to ensure future sustainability. Hays has a thriving downtown and a lot of unique neighborhoods. This position will ensure that redevelopment of these neighborhoods is done in a manner that preserves existing character and integrity.

Pay range: $54,300 — $88,512 DOQ/E plus excellent benefits. Residency within 3 miles of Hays’ city limits required within 180 days of employment. Job offers contingent on passing a pre-employment physical.

Required Training and Experience

Possession of Bachelor's degree in Urban or Regional Planning, or a related field of study required. A Master’s degree and AICP certification is preferred.

The Beach/Schmidt Performing Arts Center on the Fort Hays State University campus is home to the Encore Series, the Hays Symphony, university events and other national and world caliber performances.

Hays boasts excellent recreational facilities including the Center for Health Improvement, Hays Aquatic Park, Smoky Hill Country Club, Hays Municipal Golf Course, an extensive recreational program, and excellent opportunities for walking, running, and biking. Hays is within 45 minutes of two large lakes providing boating and other water sports.

The Hays Municipal Airport provides connecting service to Denver with several flights in each direction daily. Multiple high-speed Internet service providers service Hays, and the community is in an elite group of cities with fiber to the premise.
