RFP Description

The City of Plano, Texas is seeking to hire a consultant through a two-step process requesting Statements of Qualifications and Proposals from qualified planning consultant teams in order to enter into a Professional Services Agreement for the development of a Special Area Plan for a 730± acre segment of Plano known as the Oak Point area.

This visioning process should be a highly inclusive process where various alternatives for land use, open space, transportation, and community design are considered and evaluated by the public. The Oak Point Special Area Plan should result in a vision and policy framework that will position the city to better shape community character and should ultimately serve as a marketing, economic development, and capital planning tool for the Study Area.

Submittal Details

Qualifications and Consulting Proposals will be requested and evaluated in the following two steps:

  • Step 1 will request Statements of Qualifications ONLY from perspective planning consulting firms for consideration and evaluation based on the published evaluation criteria in the solicitation. Based on the initial ranking, the Evaluation Committee intends to select finalists to advance to Step 2.
  • Step 2 will require the selected finalists to submit Proposals outlining additional information on the consultant team’s proposed project approach, management plan, schedule and project cost. The selected finalists will be requested to attend an interview with the Evaluation Committee to confirm their proposal and answer any questions. The finalists will again be ranked and contract negotiations will begin with the highest ranking team who submitted the most advantageous and responsive proposal. If a contract cannot be completed with the highest ranking firm, negotiations will continue with the next highest ranking firm(s) and continue until a contract is obtained. Direction for delivery of Proposals shall be provided to the selected finalists upon notification of the advancement to Step 2 of the evaluation process.

The City utilizes the e-procurement system BidSync (www.bidsync.com) to receive and distribute requests for proposals and bids. There is no charge to the vendor for using this e-procurement system. To review the complete announcement for the Oak Point Special Area Plan (see link below), potential submitters must register as a vendor in BidSync.

Responses may be submitted electronically through BidSync or may be delivered to the Procurement and Project Management department. If responses are not submitted electronically through Bidsync.com, Offerors shall submit one (1) original, hard copy response and one (1) soft copy on a disc or USB drive in order to facilitate evaluation.

Statements of Qualifications (Step 1) are due to the Procurement & Project Management Department prior to Tuesday, October 18, 2016, 10:00 A.M (CDT).

Conference and Deadline

To ensure that all prospective offerors have accurately and completely understood the requirements, the City of Plano Procurement & Project Management Department will accept questions through BidSync.com and will:

  • Conduct an optional Pre-Submittal conference on Tuesday, October 11, 2016 at 10:00 a.m. (CDT) at the City of Plano, Municipal Center, 1520 Avenue K, Plano, Texas 75074 in the Municipal Center 3B Conference Room.

All questions must be submitted, in writing via Bidsync.com, prior to 5:00 pm (CDT) on Wednesday, October 12, 2016. Responses to all questions will be addressed in an addendum and posted on BidSync.com no later than 5:00 PM (CDT) on Friday, October 14, 2016.
