Planning Manager - Development Planning

Salary: $74,706.00 - $104,589.00 Annually

Job Summary
Under general direction, is responsible for performing supervisory and specialized work in the Planning and Development Services Department overseeing the activities of a planning division. This includes assuring the effective administration of various city ordinances regarding land use in accordance with the comprehensive plan. The person filling this role manages and supervises a team, leads innovation, conducts research, makes data-driven recommendations, manages complex projects, administers boards and commissions, and implements solutions to achieve department and city goals and objectives. Exercises direct supervision over assigned staff.

Primary Duties and Responsibilities

  • Develops administrative and operational plans to ensure the efficient operation of the Development Planning Division of the Planning and Development Services Department.
  • Prioritizes, assigns, and guides division tasks and project responsibilities; reviews work to assure professionalism, quality, and timely accomplishment, and compliance with local, state, and Federal laws, City policies, strategic objectives, and the comprehensive plan.
  • Oversees and coordinates planning projects and applications including researching, analyzing, compiling, and presenting accurate information to boards, commissions, and City Council.
  • Advises, provides technical support to and directly administers the Planning Commission, Zoning Board of Adjustment, and other boards or commissions as assigned.
  • Evaluates and analyzes issues; recommends and implements innovative management solutions.
  • Collaborates with multiple divisions and departments on special projects.
  • Participates in regional activities with other cities to ensure consistency of code interpretation and implementation.
  • Oversees the review and evaluation of development proposals, project designs, plans, applications, and technical documents for compliance with City standards, ordinances, regulatory requirements, and conditions of approval.
  • Interprets, applies, and explains codes and regulations; investigates and resolves issues that may arise.
  • Ensures maps and other graphic presentations are properly prepared to illustrate land use plans, zoning districts, and planning concepts; assures maintenance of records, files, and maps/GIS.
  • Works with department leadership to establish, track and report appropriate performance metrics; adopts and implements Standard Operating Procedures (SOPs).
  • Trains and coaches staff; develops staff skills and conducts performance evaluations; works with staff to correct any performance deficiencies; meets regularly with staff to disseminate department information, and to discuss and resolve technical issues.
  • Implements customer service initiatives and ensures the highest standard of customer service excellence is consistently delivered.
  • Confers with and assists architects, engineers, contractors, builders, developers, realtors, property owners, business owners, citizen/neighborhood groups, not-for-profits, elected/appointed officials, and other stakeholders and customers regarding projects, plans, processes, technical review issues, etc.
  • Serves on committees as required.
  • Leads public meetings of stakeholders and coordinates with citizen groups as needed.
  • Supports transportation planning efforts as they relate to development projects, long-range transportation plans, multi-modal/corridor plans, and complete streets.
  • Assists the director and assistant director in preparation and administration of the department budget; manages the division’s allocated fiscal year budget, purchasing activities, record keeping, and reporting.
  • Provides consultation to the director, assistant director, and colleagues on all issues related to the division.
  • Prepares responses for City Council, City Management, staff, and citizens regarding division responsibilities.
  • Performs other duties as assigned or required.

Education and Experience
Bachelor's Degree in Geography, Urban/Regional/Community Planning, Public Administration, Urban Studies/Affairs, Architecture, Business Administration, or related field; AND at least five (5) years of increasingly responsible experience in planning and/or development services programs, including at least two (2) years of supervisory or team-leading experience; OR an equivalent combination of education and experience. A Master’s Degree is preferred. Experience working for a large or fast-growing municipality is preferred.

Required Licenses or Certifications

  • Valid Class “C” Texas Driver’s License.
  • Professional certification by the American Institute of Certified Planners (AICP) or Congress for New Urbanism-Accredited (CNU-A) is preferred.

Required Knowledge Of:

  • Local government organization, operations, policies, and procedures.
  • Principles, practices, techniques, and procedures of urban and regional planning, community and land development, land use, zoning, subdivision platting, urban design, environmental stewardship, building safety, housing, and historic preservation.
  • Federal, State, local, and other agency laws, rules, and regulations affecting planning, zoning, subdivision platting, code enforcement, housing, the environment, and community development.
  • Geographic Information Systems (GIS).
  • Principles and practices of employee supervision including coaching, training, situational leadership, and motivation.
  • Principles and practices of project management, consultant management, and contracts.
  • Principles and practices of administrative and organizational management.
  • Occupational hazards and safety precautions.
