Description
Entry level responsible professional work in city planning. Work involves performance of moderately difficult professional and technical work in city planning under general supervision. Limited supervision may be exercised over a small group of Planning Technicians, interns, and administrative/clerical personnel. Independent judgment is exercised in the application of professional techniques and principles to recurring problems, which do not go beyond the bounds of established rules, standards, and policies. Supervision is received from a higher-level Planner, or Assistant Director who reviews work through consultation and analysis of reports prepared.

Essential Functions

  • Performs moderate to difficult City planning work under limited supervision and direction, including tasks related to physical, social, contextual, and economic aspects of the City and its neighborhoods.
  • Conducts research of regulations and best practices to make recommendations for revision of zoning ordinances to address City needs and draft legislation to make such changes.
  • Conducts reviews and makes recommendations, as necessary, on proposed landscape, architectural and urban design plans for City permits.
  • Assists in the analysis and interpretation of routine or moderately difficult date or plans pertaining to city planning.
  • Assists in the supervision of a small group of professional and technical workers.
  • Performs extensive research and preparation of reports, statistical compilation, and graphic presentation of various phases of the planning program, including design, massing studies, population, social and economic characteristics, commercial and industrial trends, housing, tourism, building types and uses, public improvements, public facilities and parks, recreational and cultural facilities.
  • Evaluates or assist in the evaluation of rezoning, ordinance amendments, site plans, special permits, and other proposals.
  • Creates maps, graphic displays and/or massing studies to gather and correlate preliminary data and plans.
  • Assist in the analysis and interpretation of routine or moderately difficult data pertaining to city planning.
  • Prepares and formulates design guidelines, master/neighborhood plans, and other projects as assigned, including tasks related to project design, creation of renderings, presentations, graphic displays or layouts.
  • Compiles related and supporting data for use by the Planning, Zoning and Appeals Board, the City Manager and other interested agencies.
  • Provides information to the public regarding development regulations.
  • Tracks permits, as well as, projects within special districts.
  • May conduct field surveys, evaluations, assessments and inspections.
  • Performs other related work as required and assigned.

Minimum Requirements
Bachelor’s degree in City, Regional or Urban Planning, Urban Studies, Architecture, Landscape Architecture, Architecture History, Historic Preservation, Art History, Environmental Engineering, Geography or a related field and six (6) months private or public sector planning experience. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources.

OR Equivalent combination of education and experience beyond a high school diploma or its equivalent.
