Managing Engineer

Job Description
The City of Austin Transportation Department (ATD) is seeking an innovative Managing Engineer to lead our evolving Transportation Development Services Division, comprised of approximately twenty engineers, and planners including augmented consultants. The Managing Engineer will be a leader in the transportation development services industry.

The Managing Engineer will assist the Development Executive /Officer establish the bridge between long-range transportation planning and current development planning, and implement the Austin Strategic Mobility Plan.

As the leader of the Transportation Development Services Division, the Managing Engineer will oversee the day-to-day business operations of the division and lead the division to provide the highest level of customer service to Austin residents as well as applicants / developers. Providing the highest level of customer service continues to be a top priority for the Transportation Development Services Division as well as ensuring a safe, efficient, cost-effective, and sustainable roadway, bikeway, walkway, and transit system for the community. 

Under the leadership of the Development Executive / Officer, the Managing Engineer will also be responsible for business planning, revenue forecasting, budget planning and management of the division. The Managing Engineer will represent the Austin Transportation Department in Boards and Commissions’ meetings, community meetings, as well City Council meetings.  

The successful candidate shall demonstrate innovative leadership through successful planning and implementation of state-of-the art transportation planning, engineering practices in conjunction with development planning, engineering concepts and principles. This position will actively collaborate and negotiate with other City Departments, other local and State Agencies as well as developers/applicants, lawyers and consultants.

Preferred Qualifications
The Managing Engineer will bring experience and innovation to manage the day-to-day operations of Transportation Development Services, to include:

  • Provide the highest level of customer service to Austin residents as well as applicants / developers.
  • Oversee all aspects of transportation review, including (but not limited to): all residential and commercial development applications, zoning review, PUD review, site plan review, subdivision review, preliminary plan review, Transportation Impact Analyses (TIAs), and Transportation Demand Management (TDM) plans.
  • Facilitate collaborations with other regional transportation partners and agencies to provide a seamless and fully integrated transportation development review regardless of jurisdiction.
  • Effectively interact in oral and written formats with the public, community leaders, and elected officials in a timely, competent and professional manner.
  • Foster positive teambuilding and skillset growth of engineering and planning staff through referent leadership, entrepreneurial thinking, and effective technical mentoring.
  • Demonstrate transportation development industry leadership through successful planning and implementation of state-of-the practice transportation planning, engineering as well as development planning and engineering concepts and principles.
  • Ability to travel to more than one work location.

Minimum Qualifications

  • This position requires graduation with a bachelor’s degree from an accredited college or university with major coursework in Engineering, or in a field related to the job, eight (8) years of experience in engineering, six (6) years of work experience must be acquired after licensing as a professional engineer and four (4) years of which were in a supervisory capacity.
  • A Master’s Degree will substitute for up to one (1) year of work experience. A PhD degree will substitute for up to two (2) years of work experience.
  • Must be a Licensed Professional Engineer (PE) in the State of Texas.
