Position Information: Community Development Director
The Town of Hilton Head Island is currently seeking a Community Development Director to lead all operations of the Community Development Department to include development and building permitting, growth management, natural resources protection, inspections, and implementation of the Town’s Comprehensive Plan, Land Management Ordinance, and all building codes.

The Community Development Director supervises a staff of 30 people in four divisions: comprehensive planning, building services, community development services, and design review & zoning. The Director develops policies and procedures to ensure effective operations of the department. The Director also establishes and maintains positive working relationships with Town employees, community members, elected officials, and other stakeholders to effectively meet the needs of the community.

The successful candidate will be a solutions-oriented leader who takes a collaborative, team approach in directing the department and in working with other Town leaders. In addition, this person will value customer service and a department that is accessible to the community and to other employees. Engaging the community in meaningful ways will be important to the new Director, and this person will be willing to seek advice, input, and situational context from key community leaders when appropriate.

Primary Job Responsibilities
Leadership and People Management
The Community Development Director leads staff in four divisions: comprehensive planning, building services, community development services, and design review & zoning. The Director will build capabilities within the department by effectively hiring and training staff and providing access to tools and educational resources needed to stay abreast of trends and best practices in planning, zoning, comprehensive planning, and building standards.

Operational and Programmatic Oversight
The Community Development Director will drive innovation in addressing community needs and in the execution of department operations, creating a culture of continuous improvement and accountability. Primarily, the Director will lead staff in the management and implementation of the land use, planning, zoning, and building ordinances and codes adopted by the Town and will drive long term comprehensive planning efforts.

Community Engagement
By actively engaging with community leaders, the Community Development Director will understand the needs of the Island as well as the challenges and opportunities associated with growth and redevelopment. The Director will update and inform the community on proposed or current projects/ programs and will provide opportunities for public participation in the planning process for the Town of Hilton Head Island.

Education and Experience:

  • Bachelor’s degree from an accredited college or university is required for consideration. Master’s degree is preferred.
  • Ten (10) or more years of related experience in local government with at least two years of supervisory experience is required for consideration. An equivalent combination of education and experience may be considered on a case by case basis for those who do not possess a Bachelor’s degree.
  • Experience leading community development or related areas within a local government environment, including planning, zoning, transportation planning, comprehensive planning, building inspections/ standards, housing, etc. is required for consideration.

The approved hiring range for the Community Development Director is $104,735 to $133,537. The salary offered will be commensurate with the selected candidate’s experience and qualifications.
