Civic Master Plan

The City of Crystal River the gem of Florida's beautiful Nature Coast is a waterfront fishing village best characterized by its traditional main street, freshwater springs, and old Florida charm. The City is seeking Requests for Qualifications (RFQ) from highly qualified consulting firms for the preparation of a Civic Master Plan (the “Plan”). The Plan will be guided by a robust community engagement process that includes a multiday design charrette and contains findings, recommendations, and policies derived from three geographically unique areas of the City (three Area Plans). The three planning areas include:

  • The City’s Community Redevelopment Area (CRA)
  • The Knights Addition Community
  • Suburban Retail Center Retrofit Template (sm., med., lg. retail)

Areas of focus within the Civic Master Plan that are a direct result of conditions within the three planning areas include: Urban Design / Placemaking, Parking, Stormwater, Future Land Use, and Transportation. In addition, consultants will be asked to assist the City as they work with FDOT District 7 officials to ensure implementation of the “Context-based” Classification System as part of the re-design/resurfacing of HW 44.

Qualified consultants will be experienced in the practice of new urbanism, including a thorough understanding of “rural to urban” planning and associated changes to land patterns, infrastructure, and economics; as well as charrette facilitation.

The submittal shall include: one original, seven copies, and one digital version of the proposal. The submission date for questions, clarifications, or requests for general information is 5pm on Wednesday, February 5, 2020. These requests shall be via email to the City’s Director of Planning, Brian Herrmann: Questions and answers will be provided to all submitting teams on February 10th via email.
