Suburban Retrofit Strategy Project 19-13

General Overview:

The City of Bloomington is seeking Proposals from Consultants to work in collaboration with the City’s strategic initiatives and special projects team to create a suburban redevelopment vision and implementation strategy for the aging Lyndale Avenue corridor, extending north from 98th Street to Interstate 494, with distinct districts identified by the Consultant. The City is seeking flexible and effective approaches to retrofit this important commercial node and shift from a reactive posture towards deliberate development action. The selected Consultant team will work aggressively (within 6-9 months) with the City to create a strategy that will make the “investment case” for redevelopment of this area over a 20-year period.

Interested Vendors:

Proposals must be submitted to Heather Forcier Boettcher, Purchasing Agent at 1800 West Old Shakopee Road, Bloomington, Minnesota 55431. Proposals must be sealed in a mailing envelope or package and clearly identified as “PROPOSAL FOR SUBURBAN RETROFIT” with the vendor’s name and address clearly printed on the outside.

Each Consultant shall submit eight (8) printed copies each of their Technical Proposal and of their Cost Proposal; one (1) electronic copy (flash drive with Microsoft Word or Adobe Acrobat format preferred) of the Technical Proposal and Cost Proposal not later than 11:00 A.M., Tuesday, June 18, 2019. Late proposals will not be accepted. No responses will be accepted via facsimile or email.

The City of Bloomington reserves the right to reject any or all proposals, to waive informalities, to award the contract in whole or in part, and to award to the vendor the City determines is in the City’s best interest.
