Planning Officer

Note to Applicants:

  • This position will serve as direct supervisor over the transportation section of the Land Use Review Division of the Development Services Department, which currently includes six (6) full-time professional planners, and may include temporary staff and interns. Additional responsibilities include: monitoring performance measures, coaching staff on zoning, subdivision and site plan review, making recommendations on process improvements, resolving conflicts and facilitating approval of applications and, assisting or taking lead on special projects such as revisions to the Land Development Code and Transportation Criteria Manual.

Minimum Qualifications:

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Planning, Geography, Social Science, Landscape Architecture, or in a field related to the job, plus seven (7) years of related experience in planning, two (2) years of which were in a lead or supervisory capacity.
  • Experience may substitute for education up to a maximum of four (4) years.
  • Valid Texas Class C Drivers License.

Preferred Qualifications:

  • Masters degree in urban or regional planning from an accredited university.
  • AICP and/or CNU-A certification, or similar.
  • Knowledge of supervisory and managerial techniques and principles.
  • Experience in conflict resolution and negotiation.
  • Experience in data analysis and problem solving.
  • Detailed knowledge of the order of process for land development.
  • Detailed knowledge of Austin’s Land Development Code.
  • Familiarity with the challenges, opportunities and best practices in the field of transportation planning.

Duties, Functions and Responsibilities:

  • Develops and implements short and long range plans, programs, and personnel.
  • Determines goals, objectives, and resource requirements for activities.
  • Develops, revises, and implements standard operating practice, policy and procedure.
  • Develops and implements the use of program evaluation tools, analyze the data, and prepare evaluation reports.
  • Conducts needs assessments; research and monitor programs and services to identify gaps.
  • Prepares, presents, and monitors budget, ensures program's fiscal administration is in accordance with standards of accounting for voluntary non-profit organizations and agencies.
  • Prepares and presents complete, accurate, and timely financial reports to board and funding sources.
  • Prepares narrative material for grant proposals, annual reports, and other documentation.

Knowledge, Skills and Abilities:

  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of local city, state, federal, and private service providers and funding sources.
  • Knowledge of community organizing and neighborhood development techniques.
  • Knowledge of city practice, policy, and procedure.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communications.
  • Skill in planning, coordinating, and implementing community programs and activities.
  • Skill in developing new initiatives and working with service providers to plan and coordinate services.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in conflict resolution and negotiation.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain effective communication and working relationships with community based organizations, schools, city employees and the public.
