Orange County Government is looking for a highly motivated individual that will serve as an Assistant Manager. An individual in this position provides administrative and supervisory assistance to the Planning Manager in the area of administration, management of personnel, and budget related issues. Develops and prioritizes division work programs and provides professional and technical support. The Assistant Planning Manager supervises and participates in advanced, highly-complex professional planning activities. Work is performed with independence under the general supervision of the Planning Manager and may function as a point of contact in the absence of his or her absence. Performance is reviewed through observations, conferences, reports and results achieved.

Representative Duties

  • Develops and prioritizes division work program.
  • Provides technical and professional support on all planning matters.
  • Manages all actives related to procurement, contracts, and equipment leases.
  • Administers all grants, Requests for Proposals (RFP), and contracts with outside entities and private consultants.
  • Monitors contract invoices and develops request for proposals (RFP's) for consultant contracts.
  • Participates in budget preparation and administration, monitors and controls expenditures
  • Provides budget development and oversight.
  • Tracks division's performance measures and reviews monthly reports. Responsible for various personnel matters, including performance appraisals and discipline.
  • Plans, executes and evaluates work program projects.
  • Coordinates office space allocation and staff assignments.
  • Performs other related duties as assigned.
  • Monitors and ensures compliance with local, state and federal laws.
  • Advises the Planning Manager on all planning-related matters
  • Serves as acting Planning Manager in his or her absence.

Typical Knowledge

  • Thorough knowledge of urban planning and development and local government policies and procedures.
  • Thorough knowledge of specialization such as housing, zoning, historic preservation, and economic development.
  • Research methods and statistical principles related to sustainable growth and development.
  • Methods and techniques of effective technical report preparation and presentation.
  • Pertinent federal, state and local laws, codes and regulations including recent changes.
  • Principles and practices of supervision, training and personnel management.
  • Budgeting procedures and techniques.
  • Recent developments, current literature and sources of information related to best practices, planning and administration.
  • Knowledge of local government procedures and practices.
  • Citizen involvement techniques and processes.
  • Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or urban planning and design modeling, database management, or GIS.

Qualifications

Master’s degree from an accredited institution in Public Administration, Planning, Urban Planning, Business Administration or closely related field and five years of experience in project management and public planning.

  • Must be innovative, detail-oriented, experienced in highly visible/controversial projects.
  • Capable of managing multiple, high-priority assignments.
  • Strong interpersonal skills to develop good working relationships at various levels and to resolve complaints.
  • Strong analytical skills to interpret research data for reports and apply mathematic techniques in practical situations.
  • Reading comprehension to understand technical and legal materials.
  • Ability to work on several projects or issues simultaneously.
  • Ability to provide effective supervision and staff management.
  • Ability to manage projects effectively and meet firm deadlines.
  • Local government experience working with a large city or county planning department.
