Once the home to thousands of jobs, Waukegan's lakefront has been scarred by its 19th and 20th century industrial past. Excessive infrastructure and a fragmented urban fabric have further isolated the downtown from the Lake Michigan Shoreline. This 20-year master plan for the City's downtown and lakefront foresees revitalizing Waukegan’s moribund 200-acre downtown and 1200-acre lakefront by tapping hidden assets and reconnecting severed neighborhood within a strong urban and natural framework.
