The City of Rowlett is seeking an ambitious Urban Design Manager that will help administer the recently adopted Form Based Code (FBC) and further a development review process that will serve as a national model for implementing form-based codes. The ideal candidate will have a successful track record of helping municipalities and developers understand the value of excellent design. A passion for placemaking must be visible in work experience and in conversation with the development community, city staff, and public officials. This position will supervise an Urban Designer.


Coordinate the evaluation of private development projects for compliance with the Form Based Code with the City’s Urban Design Officer. Advise property owners, architects, engineers and contractors on urban design solutions in order to achieve compliance with the FBC. Facilitate conversations regarding FBC projects with the Development Review Committee to discuss and resolve important and possibly controversial issues that pertain to implementation of the FBC. Compile comments, draft staff reports, schedule for Planning and Zoning Commission and City Council items as necessary, provide status updates to staff on a weekly basis, maintain case files, etc.

Manage the Urban Design Officer’s contract with the City by being the primary point of contact, tracking hours spent on individual projects, reviewing all invoices prior to Director approval and issuing invoices for individual projects.

Review public projects as directed for urban design impacts; advise and provide recommendations on pedestrian-oriented, urban elements for the purpose of advancing the goals and objectives of Realize Rowlett 2020.

Facilitate all City initiated planning processes by being the primary point of contact with the Consultant Team, reviewing all invoices prior to Director approval, coordinating internal staff, and being the “face” of the process at all Planning and Zoning Commission, City Council and public meetings with general oversight from the Director of Planning.

Provide technical assistance for special projects as they relate to implementation of the Realize Rowlett 2020 Comprehensive Plan in terms of generating appropriate development types and pedestrian-oriented communities.

Serve as directed on interdepartmental teams and as the City’s representative to advocate for and promote traditional urbanism, sustainability and placemaking.

Assist the Director of Planning with preparing and conducting training for city personnel, appointed and elected officials in urban design and form-based codes.

Support the Director of Planning with technical knowledge as it relates to the calibration and implementation of form-based codes, regulating plans, illustrative master plans, planned development regulations and ordinances. Maintain knowledge of innovations in the field of architecture and urban design.

Advise and support the City Manager, Planning and Zoning Commission and City Council on matters pertaining to FBC implementation, urban design, and additional policy items that impact the realization of the community vision.



Graduate from an accredited college or university with a Master’s degree in Architecture with a concentration in urban design; a Master’s degree in Urban Design, Professional degree in Architecture with a concentration in urban design or a Master’s degree in Community and Regional Planning with a Post Professional degree in Urban Design may substitute for a Master’s degree in Architecture.

An understanding of the built environment and its relationship to the public realm must be visible in a sample of work experience.

Four years of progressively responsible professional experience is expected.


Membership in the Congress for the New Urbanism Accreditation is highly desirable. And further, membership in the American Institute for Certified Planners and enrollment in the NCARB Intern Development Program is encouraged.

The ability to attend various evening meetings such as Planning and Zoning Commission, City Council, and other required meetings is required.


In depth knowledge of traditional urbanism and the built environment and a clear understanding of pedestrian-oriented design and the functionality of the public realm. Capability to manage and supervise projects, personnel and consultants. Aptitude to be well versed in laws, codes and regulations pertaining to architecture, urban design, land use planning and development.

Skills in oral and written communication amongst professional staff, elected or appointed public officials, citizens, consultants and the development community. Capacity to convey his/her passion for placemaking and the public realm through design, illustration and execution of projects.

Ability to use AutoCAD, Adobe Creative Suite, SketchUp (or other similar 3-D modeling tools) and to maintain effective relationships with co-workers, elected and appointed public officials and the general public.
