There is something odd near the civic building that terminates this street -- it's like a bent tower. I'm curious, what is it??
I noticed that too, actually. I thought it was quite Seussian.

Utterly useless, but a grand Modernist architectural statement of "I can build a tower as tall as the Washington Monument, and I can tilt it!"
Also, note how the trees on the sunnier side of the street are bigger. This is the kind of thing that landscape architects should take note of.
