Making and Marketing Mixed Income Neighborhoods

Over the past several years, the federal HOPE VI program has been the principle source of funding for the development of mixed-income neighborhoods. This session explores the critical interface between finance and design, including debt and equity structures; uses of subsidies and taxadvantaged finance; the realistic determination of market potential; and phasing that meets both financial and market objectives.
