Job Summary:

  • This position is located in the Office of Planning, Revitalization and Design Division.  The Lead Community Planner (Urban Sustainability) manages the integration of sustainable principles into land use policies affecting the natural and built environment, including Comprehensive Plan policies and action items, neighborhood plans, revitalization plans, transportation strategies, infrastructure plans, economic development projects/strategies, development review cases/zoning actions, and historic preservation. 
  • Develops and implements an approach to effectively and efficiently coordinate environmental issues with land use/zoning, design, transportation, infrastructure, and economic development. 
  • Develops and executes sustainability planning priorities/plans.  
  • Develops and recommends policy to Deputy Director and Director to advance sustainability initiatives and project implementation. 
  • Responds to Director’s requests for sustainability research, best practices, white papers, presentations, and other written materials. Informs staff and responds to citizen inquiries on sustainability issues. 
  • Coordinates and leads the work of other City staff, interagency groups, task force, independent authorities, and other major public bodies concerning sustainability planning and implementation.  
  • Builds effective partnerships with local, regional and federal entities, as well as non-profit and for profit entities, to develop and coordinate the implementation of sustainability efforts.  
  • Serves as liaison between public and private sectors, the community and neighborhood groups.  Evaluates public support to project plans and develops public relations/outreach approaches. Arranges a meeting where District and resident issues/concerns are vetted and may incorporate incorporates new ideas into plans if appropriate.

Qualifications:

  • Extensive knowledge of the principles and concepts of community planning—especially environmental sustainability, urban planning, land use and urban design.  
  • Extensive and authoritative knowledge of complex zoning rules, including District and Federal policies, codes, laws, procedures and regulations. Ability to win support for and explain agency practices or objectives to diverse public and private organizations and individuals.  
  • Demonstrated experience working on complex projects in large urban areas with diverse communities.   
  • Superior problem solving and decision making skills to define problems and collect relevant information in order to recommend solutions in a timely fashion. 
  • Superior communication skills, both orally and in writing.  Experience with and making presentations to city boards and commissions and neighborhood groups. 
  • Thorough knowledge of pertinent District and federal laws, codes, regulations, and practices regarding sustainable development, planning, zoning, and redevelopment.  
  • Thorough knowledge of, and proficient in the use of operating a personal computer (PC), utilizing Microsoft Word, Excel, Access, PowerPoint, etc.; applicable planning software, e.g., GIS/mapping;  and a willingness to learn new technology associated with assigned work tasks.
  • Demonstrated ability and proven track record in managing sustainability programs, economic development and neighborhood revitalization-related planning efforts in an urban environment.

Education: 

  • Bachelor’s degree in planning, environmental planning, business administration, government, public policy or related fields OR a combination of education and experience.  Master’s degree preferred

Work Experience:

  • Five years of progressively responsible professional level planning experience that included at least two years of project leadership and coordination experience; OR an equivalent combination of education and experience.

Work Environment: 

  • Most of the work is performed in well heated, ventilated, and lit environments. The exceptions would be the periodic outdoor surveys, site visits, and walking to presentations to be made to other entities.
