Philadelphia Inquirer, University of Pennsylvania Call for Form Based Code in Philadelhia "Embrace 21st-century zoning..."

For the last year, the Great Expecations project, a joint venture between U of Penn and Inquirer, has invited people to dream about how they and their leaders can work together to make Philadelphia the Next Great City.

Great Expectations now presents the culmination of that effort.
