Top Down or Bottoms Up?

This morning at #CNU17 we heard all about critical importance of bottom-up comprehensive planning for community buy-in on implementation. Tonight we heard at the plenary about how much better planning goes when it's top down, and financed and ordered by arab sheiks with absolute power. Andres said it's "unAmerican" to do top-down regional planning - but that increasingly, based on his work in Dubai etc., he thinks that's what the U.S. needs. Also heard on a tour about the controversies with 'pop tops' in Denver neighborhoods - name for houses where they've added a second story that's out of character with surrounding homes. With all this talk of bottoms up and pop tops, I had to go have a beer before bed. Signing off, goodnight!
